2025 Goals

Support the activation of the right-of-way including implementation of a new encroachment policy; support for Open Streets; simplification of permitting and regulations for sidewalk entertainers and artists and outdoor dining.

Ballpark - Finalize urban design framework and figure out phasing for disposition offering. Implement an interim plan for activation. This is a multi-year goal that will implement the design through future property offerings and associated infrastructure development.

Commercial Assistance Programs – Market the Agency’s updated commercial loan program to promote unique business districts with attainable commercial spaces, especially for local and independent businesses and community service nonprofits. Conduct outreach to small business support organizations, community councils, and other partners to generate interest in the updated program.

Property Offerings – Market Agency properties including the Rio Grande District, West Montrose, Sugar House DI/Fire Station, and 1410 W. Indiana Avenue for disposition or lease with the goal of constructing 500-700 of new housing units with first floor commercial space, neighborhood activation, and additional public benefits. Park Condition Data Collection and Evaluation: To ensure the long-term sustainability and effective use of impact fees, the City will systematically collect and evaluate data on park conditions. This data will guide decision-making, prioritize maintenance and improvements, and ultimately enhance the community's experience in outdoor spaces, including parks, trails, and open spaces.

Civic Campus: complete the construction design documents for three blocks of 200 East, which will eventually be part of the Green Loop project. This initiative aims to transform downtown into a vibrant, connected hub, fostering economic growth and enhancing the area's appeal as a cultural and commercial center.
